1. Background & Advantage
As the construction of the Shanghai international shipping center’s Yangshan deep-water port has been started in an all-round way, Yangshan port will become an important shipping hub linking the Far East and North American and European destinations. The Yangshan port will be able to handle 2.2 million TEUs annually in 2005, 5.5 million TEUs annually in 2010. By 2020 when the whole deep-water port has been built, the port’s annual container handling capacity will raise to 22 million TEUs. Thousands of large international container ships will call at the port at that time. Suggesting each ship recruits 1000-2500 tons oil, the demanding of oil reached hundreds of thousands tons of oil. Therefore, building an ocean shipping oil supporting base in Yangshan port is not only the necessity for survival and development, but also the best location for the range of service in Eastern China. 
Yangshan port has significant advantage in location. This Foreign Service on-site-investigation by the relevant expert the places along  Lihoumen in Dayangshan or Xiaoshuiputou can be used as the base sites, therein, especially the Lihoumen’s location is ideal. In addtion With operation of the nearby Majishan ore terminal, Foreign Service institution have been established and opened to services, including customs, exit and enter inspection and quarantine agency, frontier inspection station and so on, the agencies are independently under the provincial administration, which creates a good condition for operation in the future.

3. Construction Scale & Content 
The capacity of the new oil storage will be more than 100 thousand cube meters, and the dock can hold oil tanker with a gross tonnage of more than 60 thousand tons, and the supply tanker should be oil tanker of thousand tons.

4. Cooperation Form and Provided Preferential Terms
  Cooperation or joint venture. The project side will provide land, basic facilities and partial funds (only domestically funded enterprises).
