1. Background and Superiority of the Project
As predicted by American East-West Center, the Asia-Pacific area will be still in the situation of fuel oil net importation in future years. At the same time, the trend of domestic fuel oil demand will be rising; in 2005 and 2010, the requirement will be up to 39.2 million tons and 41.2 million tons respectively, with the annual consumption increasing rate of 1% or so. With the development of the Yangshan port 2nd session and 3rd session, the ships passing through the Yangshan port are continually increasing, so the oil supply in Yangshan port is still not quite sufficient. Therefore, the construction of Yangshan International Container Hub Groups brings large market potential to the shipping fuel oil supply. Huangzeshan is only 3 sea miles from Qushan, with 800 meters Yangshan port length, 400 meters width, and 3000 meters water front including 1200 meters formed by beach and mud. The water depth of the Yangshan port channel is between 20-43 meters; the lowest water depth on the south part is 22 meters and 20 meters on the north. The stream current is smooth, the velocity of flow is big, and the bedload can hardly accumulate. It is almost in homeostasis. Compared with other Yangshan ports, it cuts down a considerable dredging expense. With Small Qushandao, Shuangzishan, and Shanghaishan surrounding and sheltering around, it is a favorable natural barrier port. The inside Yangshan port sea-route is deep and straight, which is convenient for the ships passing in and out. For the 250,000-tonnage ship, there’s no need to enter it by tide. In conclusion, Huangze Yangshan port is a fine deep-water Yangshan port.
